论法的精神 （完整意义上的政体）

Reflections on the preceding Chapters. Such are the principles of the three sorts of government: which does not imply that in a particular republic they actually are, but that they ought to be, virtuous; nor does it prove that in a particular monarchy they are actuated by honour, or in a particular despotic government by fear; but that they ought to be directed by these principles, otherwise the government is imperfect.

之前所述就是三种政体的原则。但并非说，在共和国里人人都具有品德，而是他们都应该努力成为有品德的人。我也并不是断定君主国里的人们都有荣誉或者专制国家里的人们都心存恐惧；而是强调应该以原则为指导，使人们都追求荣誉或者心存恐惧。否则便不是完整意义上的政体。
